Once the algorithm thinks it has placed you correctly its insanely hard to climb up. If you are B3 with a mostly 50/50 winrate over many games you need an absurd win streak to get back up. The in game stats are only slightly important. It was like that in Hots and from what I can see it works in OW2 just the same.
Here's the thing, the sequel IS good. 5v5 and the massive downscaling of CC has made the game so much more fun than OW1. They could have just updated OW1 into what OW2 is right now, and then RELEASE OW2 when they had their fucking single-player portion (which was the entire justification why they could CALL it OW 2) and have the multiplayer portion from both games be compatible with each other. That influx brought the average skill level of the player population way down, so it is expected and normal that OW1 players might find their OW2 rank settles higher than their OW1 peak.
