IMO add a Riven Forma blueprint which costs 125k Quills rep which requires 200 Eidolon Shards and 200 Riven Transmuters. It functions to permanently lock one Riven stat. It'll be an extreme grind but it will give a sense of progression plus retain the market value of Rivens as well as providing a proper Quills rep sink.
