Senator gear can drop for every school, but you don't need to farm Storm gear, your storm will probably get enough. I think there may be a predisposition towards your school though. Zeus gear only drops for your school. You're going to have to use your storm.

When I hit level 30, my bag got completely full when I farmed the first dungeon. I got some of the best gear from Zeus, so I'm just thinking that you aren't that lucky. Just keep trying. Gear wise, I would recommend you to using anything you want. I recommend stacking up on damage % but you can do whatever. Once you get to level 30, head to Olympus for the Zues and Senator loot.
