Having done it over ten times as you said and not having at least one part of the gear is quite odd. Luska Charmbeak, the first boss you encounter in the dungeon is the one that drops the hat. The robe and shoes are dropped by the final boss.
Either way, I’d craft Wintertusk gear so that farming Waterworks/Zigazag at (60) will be easier to do. The lower Zigazag gear has less resist overall, but gives you better critical than Waterworks. Waterworks drops the undisputed best gear in the game for levels 60-100, but can’t be accessed until you finish crab alley and are level 60. How do I get to the Kraken in Wizard101 2020? You must get a quest (forgot the name… it’s been so long) that unlocks the teleporter to it.

One can skip lever battles by having one person start the battle and one person enters right afterwards missing the first round. First person flees, the guy waiting for the round to end will get the ghost battle effect and walk through the enemies to the lever.
Don't respawn the boss if you need the hat it's not gonna drop. Luska drops all hats, Sylster drops a few hats but not all of them. It's weird and inconsistent, but for the schools that can get a hat drop from Sylster, it's easier. It depends on what school you are. My life has gotten it from the final boss.

Go to Triton Avenue, go to crab alley, and right when you enter it, you see a crab guy that will have the quest to waterworks for you. It is a super fun dungeon! the one guy at the storm mill, I cant remember his name, but he gives you the quest to get in to crab alley.
