If I remember correctly the dalaran hearthstone was acquired questing through legion, but I can't remember how early on. If you're new, then you're stuck in BfA timeline. Can't find Dalaran Hearthstone. I leveled a paladin a week or two ago and realized that I didn't receive the dalaran hearthstone. I've replayed the broken shore questline by speaking to the NPC in dalaran near Khadgar. I have done enough legion quests to unlock Antorus. I've been able to get the stone on 4 other character with no issues.

That's listed as step 4, but steps 1-3 are unecesary unless something changed. You don't need to do or skip any quests.
