If you can't get idle to 1/4 throttle good within several turns of the pilot screws, you need to change pilot jets. The needles control from 1/4 to 3/4 throttle, and main jets from 3/4 to wide open throttle. There is a little overlap, but this will keep you in the ballpark for what may need adjusting. See more.
