I can now adjust the touch control lever to whatever level of friction is desired. The problem was the lift would raise a plow off the ground about 2 inches then just sit and quiver. Going exactly by the manual I made the quadrant adjustment check.

It is a pin of approx. 5/16" diameter and one inch long.
