Cipher: Cool idea, wildly underutilized, and the vast majority of cards that have it are pretty poor. The best existing cards with it, outside of the new additions from the Capenna precons, are [[Whispering Madness]], [[Undercity Plague]], and [[Stolen Identity]].

here's my aesi list for inspiration. I play in a no combo & budget meta. The deck is optimised for landfall into combat synergy. Copy spells enable very quick victories via sweepers like zendikar, the baloths and scute swarm. About lands: in my experience the more basic your landbase the easier it is to execute.
