Here in the op's system info, this is where steam thinks his primary display is a 1080p display. So steam thinks he is at 1080p on a 1080p display, not 1080p on a 4k display.

You either need to point BethINI to your MO2 INI files (setting tab on the left) or your need to change MO2 to use the INI files in your My Games folder (profiles dialog). This worked, thanks alot! BethINI works fine for MO2 files, you just didn't do it right. In its setup tab, you need to point it to both Mod Organizer and your INI path.
