Condi scourge is definately not a top dog in Pve open world. Firstly, due to enemies constant movement, torment will be a lot weaker. Additionally, it has lackluster self buffing, which is what all the classes i listed excel at,and makes them completely dominate in open world soloing.

That said not all condi builds output constant dps.if your opening is weak, you will end up with even worse dps at the end, so really nailing the rotation down is what you should practive if you want to do good dps. its not hard on scourge, since you have a lot of time to fill with autoattack when all your skills are on cd. other classes are way way harder and are quite fast. But context matters. I dont agree with the "more people would play weaver" because it isnt that far better than any other class, power sword is similar to power dh/holo/chrono, condi sword is similar to fb/slb/scourge dps wise and cdd/cren/mirage are above that.
