At my college library we charge for the cost of lost books, but no overdue fines. We also stretch out the period for when we try to collect, especially with our COVID shutdown last year, i.e., we’re very forgiving. Not paying results in not getting your grades/ability to register but we work with students and sometimes waive the fine.
