Enchanted sword can spawn without a shrine. In my world, using the seed: 2.2.1.05162020, if you dig down until around the cavern layer you will encounter a glowing mushroom biome. To the left, under water there is an enchanted sword without a shrine. I cant find this mentioned anywhere on the page, so maybe someone should put it there.

As of 1.4, worlds are not guaranteed to have sword shrines. Most often, they're in the Surface layer in the outer thirds of your world -- yours probably doesn't have one.
