Currently Static Jellyfish from Bountiful Resupply is just barely more HP and Prayer points per coin without having it 99 mastery too, so unless there's another way to get prayer and food more effectively it's probably Static Jellyfish. For manually healing though Mystic Sharks are at lvl 120 and heal 941 with my current bonuses.
