This is for my Armour Stripping Hildryn build so the Viral does bonus Damage on the Humanoid Grineers red health bars.

As for Primed Fast Hands, it makes reloading rifles and bows 5% faster per rank. At max rank, it makes reloading 55% faster. Maxed mods are just mods with max rank. So if you have the chance, get the Primed mods such as Primed Regen, Primed Cryo Rounds, Primed Reach or Primed Flow.
