OP didn't say whether it was streaming from a internal server or from out on the internet. I was having this problem where I couldn't even stream in my house from my plexmediasever. This fixed my problem. For you you could unshare all users once stream count is at 2. And open it back up after one drops. You cannot get that granular with Plex. You can set a limit, globally, to all remote users to a limited amount of stream. Then you can bypass those rule (for you or good friends) by adding their IP address to be seen as Local IPs by Plex.
