It's been a while since I've played scorched earth but if I recall you should hatchet the cactus and the sap it gives you can be consumed for 1 water each. Hatcheting cactus does nothing, it just goes through the cactus without so much as a sound, and sap doesn't restore any water. I've been trying. It doesn't work.
