Each point of Manchu development contributes .1 towards a State's maximum banners. So don't raze any of the Manchu core lands.

As Jianzhou specifically, you want to rush the mission that gives claims on Manchuria and then forming Manchu, free cores are always great. Forming Manchuria should be easy as Jianzhou, 3-5 years for an experienced campaigner in a hurry, 10-20 for an average chill campaign; just focus on the decision requirements and the related missions.
