When I put the barrel on the roof of the warehouse on the north exit of muldraugh I couldn't plumb it on the 1st floor but I was able to plumb it on the second floor so I think only 1 floor difference works. You can plumb it from more than one level, there just has to no flooring between them. Barrel has to be the floor above and 1 tile offset.
