Just from your description that sounds like a normal infestation. Until you destroy the hives they'll just keep multiplying and spawning more insects. For the custom difficulty I believe you can disable infestations from spawning on map start-up, but to disable the infestation event you'd need to create a custom scenario and disable it there.
