Since their ships hull points are way lower than their shields and armor points. My best counter to contingency would be like a previous poster said. Weapons that ignore armor and shields.

Both citizenship rights and Living standard rights can not be set to anything besides "Servitude". The only thing that I can change with robots is to outlaw them, which does not help with my situation. I do not even have the AI intelligence policy in my policies tab yet, because I do not have sapient combat computers researched.

That is a bit fair, in that Sapient is better than Precog in a number of stats. However, precog is rarer and more fun. Sapient has 5% dps and defence or range over precog. Precog has 10 tracking. ("usually"). As at this point in the game, even battleships had non zero evasion, precog was worth it.
