In my opinion, lighting gives the overall biggest upgrade to visuals as opposed to textures, ELFX is still my go to lighting mod even in SSE. Most weather mods have virtually no impact on performance and greatly improve the outdoor lighting and obviously the weather quality - Obsidian Weathers is my favourite but if you want something slightly more fantasy-like you could look at Vivid Weathers ...Pretty much my favorite lighting mod, I would say its worth it. Its best used with an ENB, and a brightness template (I use 2020) in the optional files because it gets really dark in dungeons. ELFX is by faaaaaaaar the best imho. A lot of people like Relighting Skyrim + ELE but I find it absolutely obnoxious. It makes some areas unplayable and if you turn up brightness then it makes the outdoors startlingly bright.
