That's just straight up false. The block under the chair, and/or the ones adjacent to that are the only tiles required to be blocks for it to be valid housing. There is no rule that the block can't be by a wall. You can put the chair up against the wall and as long as it has a block, its fine.

As the others have said it is simply the dirt walls that are preventing the spawning and it being valid. Housing can only be valid if you place the walls and and bottom/sides/roof (as far as I've noticed). Good luck fixing it and enjoy Terraria. The NPCS have standards. And apparently, they are above dirt walls.
