For each Black Pearl, you need 15 Black Lotus. Toshio in MooShu sells the Transmute spell. Sometimes, you will also receive a Black Pearl as a rare reagent from harvesting Black Lotus.

As soon as the update came that gave us the ability to purchase the spell that transmutes 15 Black Lotus into 1 Black Pearl, the Black Lotus in the bazaar dried up to nothing. Doing a complete revolution of the realms there, will net you in 150-180 black lotus plus 12-16 black pearls. There are lots of places in Mooshu where you can realm hop and collect black lotus pretty easy. Another popular place, if you have access to it, is Vestrilund in Wintertusk. Three spawn right next to each other and there's lots of other reagents to collect. undercity in nightside is pretty good everytime you go in the dungeon it regenerates the mandrakes so you can pick them up leave go back in they respawn pick them up and repeat.
