I doubt it, obviously nobody except Blizzard has any reliable data on this though, so it's impossible to be certain. WoWhead lists the Xavius shoulders at 0.13% drop chance and Tusks at 0.02%. That seems about right. Just from anecdotal personal experience Xavius' shoulders seem a lot more common. The blue scythe is available on any difficulty (including LFR), the red scythe is mythic only (you can still get a blue one from mythic, all drops will not be red).
