You absolutely will not fill the reaper/slayer task urn if not using necro. This just happened to me as well, I completed helwyr task, didn't fill. Then I completed a mole task just now, and it did not fill. I submitted a bug report but nothing will happen. This sucks because we can only get one reaper task a day.
