Edit: so I think I figured out what happened. Per wiki, Psychite tea has a 2% chance of addiction that triggers at 10%+ tolerance. So what I think happened, since I had some flake lying about, is that the people that got addicted already had their tolerance higher than 10% when they drank the tea.
