The West Water Cave on Island has a chance of dropping rex saddle BPs. There's 3 drops that spawn in there. I hit that cave every time the drops were up for 8-10 hours a day for 3 weeks. Only 1 rex BP ever dropped for me and it was an ascendant. It seems like rex BPs in general are SUPER rare drops.
