Once you create your own kingdom by means of main history line, war will become a fact: so avoid the quest till you are fully ready and capable. #9.

You have to be in a kingdom as either a vassal or faction leader to be able to create an army. If you are an independent clan, you do not have access to the Kingdom tab, which is where Create Army lives. So independent clans cannot create an army.
