Yes it stacks, but it starts off at 175%, after 6 seconds increases to 200%, then keeps going up from there up to 400%. Call of Brine: Only applies to one gen at a time. This makes it harder to just regress 3 different gens at once. It wouldn't really interfere with most gameplay really. Survivors can still tap the gen and what not. You just have to make a conscious choice on if you want one gen to regress more, or you want to regress this one faster.

This is like how when both set the speed to 200%, people erroneously thought that meant stacking the two would lead to 400% regression, when in reality it is supposed to be calculated as two +100% bonuses giving 300% regression. Just add the bonuses from the two perks + default speed to get the actual value. COB is 125%, Overcharge is 130% at max.
