The Frozen heart's freeze nova is pretty impressive and immobilizes mobs like a champ. Not exactly the same thing, but it's my second favorite shield, especially with Zane with all his cryo boosts and an Ice breaker artifact. The combination of the Ice Breaker and Frozen Heart gives you about a 50% cryo damage increase on their own.
