I'm not a frequent stam sorc players but I do have experience, here's my opinion. Don't worry about Shacklebreaker. Don't look to DD for your sustain, unless you are uncommonly good at line-of-sighting and getting it off. But even then, good players will more than likely come around and bash you, because DD takes disgustingly long to work now.
Magicka based characters are easier to play and generally better in pve at the moment. Stamina based characters are generally harder to play and IMO better in pvp. When trying to solo world bosses, I'm more successful with my stam sorcerer.

Orc has sprint speed, health and stam. The sprint speed is really nice in combo with hurricane, and you can run faster than some people's horses. Redguard has higher max stam and has the best stam sustain passive, which restores like 3% of your max stam on light or heavy melee attacks every 5 seconds. Seems like most people prefer orc.
