Is says "slow" in the description. Glacier and Cold-Snap Grenades freez enemies and not slow them, thats why i am unsure as well :D. Just tested this. Freeze lasts a little longer with the Whisper on, for PvE. In pvp it looks like the slow lasts longer also. It's hard to test lol.
