If you're not having any issues, wait for waterworks. If things are a bit difficult craft wintertusk gear. Generally waterworks/house of scales is the best gear around level 60+. Darkmoor for level 100+ and dragoon for 130+. Some of the crafted gear can be a really good substitute though and is by no means bad.

I would recommend this gear setup Hat- Level 56 wintertusk crafted hat- It gives an extra blade which can be really useful. If this doesn't matter then house of scales hat. Robe- house of scales robe- it's more offensive than waterworks and I like it more, if you prefer defense then waterworks.

Crafting is needed eventually for dragoon gear. I don't really see how I could help more. There are 3 ways to get gear, farming, crafting and buying from bazaar or vendors.
