Call of Brine is a better perk than I previously thought. When I first read the description, I thought it had a cooldown of 60 seconds that, during that time, applied regression and the notifications to a single gen. After a bit of testing I found out every gen you kick has its own individual 60 second timer with no cooldown on the perk use.

Call of Brine works on multiple gens too, and it's also a better choice than Overcharge, good survivors won't fail skill checks, maybe at first if they don't know Overcharge is in play, but after that they will always hit it. But if you're going to be using Jolt then PR would make more sense as a lot of the time Joly would nullfy the chance to use COB. Although not totally pointless as sometimes they may stop the regression from Joly and open the gen up for a kick. I have bad luck with PR.
