I personally like to build my first and primary base in the Safe Shallows though, near Lifepod 5. This means I can use the lifepod's marker as a free beacon back to base, and if there are facilities that the lifepod can provide then I don't bother building them in my base, such as the radio and medikit dispenser.

Picking up the PDAs in Lifepod 19 is not required to make the story move forward. One of the PDAs will give you a map marker to a story-related location, but it's quite feasible (and quite common) to simply stumble upon that location just by exploring. So, basically, don't sweat it, you can still make progress in the storyline.
