While the shards can be duped by spam clicking them you cannot use 4 shards to make another aetherium crest. I'm pretty sure this is intentional and that you are meant to go find the shard locations based on the rough map and hints in the notebook. That's how it worked for me, and hunting down the locations proved to be one of my favorite quests so far. They didn't make it particularly hard. Once I got somewhat close, a marker would appear on my map.

The glitch in particular occurs in the "third" part of the Lost To The Ages quest. What happened is that I went to the Raldbthar ruins first, got the Aetherium shard there and THEN went to the "first" part of the quest in Arkngthamz and got another shard there.
