IMO, it shouldn't gain tokens or apply the progression bonus on Stake Out's converted greats, but they maybe could have you not lose your stacks, to still make the perk have some synergy. It also just objectively should not work with toolboxes. Autodidact doesn't work with medkits for the same reason.
