Consumables encompass the various potions that can be either looted, purchased or crafted. These items grant resistances or buffs for a duration. They have no level requirement for use. There wasn't a quest for me. It's just open on the FG transmuter in the starting area. Unsure why yours would not be. Yeah I didn't see the quest giver in the first area. It was the quest to find his apprentice in the oasis, you must have done it without realising it. Yeah I probably didn't.
